FAQ:

Why does it matter? Can't you use them all in a variety of environments?

Forklifts, unlike cars, don't have a suspension or shocks to absorb bumps. So, they created the thicker, pneumatic tire, to assist with operators needs for moving around outside where the parking lot or gravel/dirt drive would be bumpier. They'd have some extra support that way. The Cushion tire'd forklift has a thinner rubber around them, making them ideal for indoor use. Floors are more than likely more smooth there than in the parking lot.

Can't you just switch tires?

No, The wheel wells would not allow it as they are built differently at the factory.
